The cartoon was created in response to Nevada Senator Harry Reid's comments on the border, which he described as "secure"; this shocked many people, and many called him delusional (hence the tinfoil hat).

• The tinfoil hat is often considered a sign of delusion. This is to show that Harry Reid's comments are unintelligent (in the eyes of a few).

• The tumbled blocks have are connotative with broken and incompetent and defeated, representing the US border in the eyes of some people.
• 
  
• The open gap where the two men are traversing is meant to show the ease with which Mexicans may enter the US.

The cartoon's visual cues provide a clear understanding of the subject at hand; the blocks, the gap, and the tinfoil hat help show Reid's views of the border is considered idiotic to many people. It shows that Harry Reid believes that the US border is secure enough, but also reveals that many people disagree with him.
